Indian Armed forces have been strengthening themselves by upgrading their strengths and skills. There is a lot of thrust for modernisation of hardwares, acquisition of new technologies . The governments in last 10years have been  very proactive to remain globally relevant in military power. Government has realised and is convinced that the defence procurement processes and internal infrastructure that was created more than 50 years back is outdated and irrelevant under current global scenario. Recent concerns raised by Indian Army on the malfunctioning of armaments and ammunition manufactured at Ordnance factories is an example of gaps. Many CAG reports have highlighted areas of concern with locally produced goods in OFB units. They have raised concerns on quality, price and dependability . Failures of ammunition during trials. Overhauling of OFs , including winding up of some factories is being thought of..

The upcoming of Indian  private sector, especially in automotive sector  thru collaboration with their principals, have convinced Indian defence establishments of their competence to  support them in terms of equipments, spares, technologies at competitive prices. Keeping in mind the gap that exists between  competence that is needed and that exists , coupled with the availability of strong private sector  has prompted the government to create platforms for active participation of  private sector.  Ministry of defence is modifying all old procedure to become relevant  for private sector participation . They are more liberal ,friendly for ease of doing business.

 Though the efforts are serious from the executive, the implementation side is still evolving. Ordnance factory Board units will take some time to come out of their previous style and align with new initiatives taken by MOD. There is dilemma that Indian defence personnel in army and other wings are fast transforming as compared to armaments and ammunition supplied to them.  That is also a great concern by the govt. Many times MOD has to resort to heavy imports as localisation by OFB units is not possible or slow.
